Kinion returns to law firm


Steve Kinion, the former director of the Bureau of Captive & Financial Insurance Products at the Delaware Department of Insurance (DOI), has returned to practicing law.

Kinion held his position at the DOI from July 2009 until September of this year, when he left. He was replaced by Stephen Taylor, who served as insurance commissioner of the District of Columbia from 2015 to 2020.

Kinion has resumed working at his private law practice, Zack Stamp, where he is attorney and partner.

In a LinkedIn post Kinion said that: “My legal practice is focused on two areas. First, I handle governmental procurement cases. This concerns helping clients prepare bids for government contracts and preparing bid protests. Second, I represent regulated insurance entities before state insurance regulators. Examples of such entities are insurance companies, insurance agents and brokers, and claims administrators. I also handle insurance related litigation as well as provide expert testimony. Due to an engagement with the [DOI], I no longer handle captive insurance matters.”
