New insurance commissioner for Texas


Texas Governor Greg Abbott has appointed a new commissioner of insurance. Cassie Brown was commissioner of workers’ compensation and is a deputy commissioner for regulatory policy at the Texas Department of Insurance.

The post has been unfilled since former incumbent Kent Sullivan resigned in September 2020 to return to private practice as a lawyer.

Texas is the second-largest insurance market in the US and the seventh-largest globally and has seen dozens of captives established since the first was founded in the state in 2014.

Brown will take on the role until February 2023.
