State of Tennessee’s Fortman moves back to private captive sector


Belinda Fortman has joined Innovative Health Holdings after stepping down as director of captive insurance for the Tennessee Department of Commerce and Insurance (TDCI).

She took on the role of executive vice president at the captive firm on August 3, marking her return to the private sector just 14 months after working for the State of Tennessee.

Fortman said she was very excited to be joining Innovative and its “extraordinary” team of healthcare, technology and insurance experts.

Ralph Armijo, founder of IHH, said her captive insurance expertise and leadership will provide a “valuable contribution to the success and growth of our venture”.

Fortman is a veteran in the industry, having worked for leading independent captive managers for over 15 years before starting her own firm. She has worked for USA Risk Group, Kane, Strategic Risk Solutions and Risk Matters in a variety and account management and operational roles.

After moving from Vermont to Tennessee in 2012, she became the first captive insurance manager to have on the ground presence in the state after the captive statutes were updated in 2011.

Fortman said she was honoured to have served the State of Tennessee and added: “I leave the captive section with a broad bench of very talented captive insurance regulators and am confident they will continue to reflect the Tennessee captive section’s reputation of being service oriented and business friendly.”

Kevin Doherty, chairman of the TCIA said Fortman’s contributions to the TDCI’s captive section include expanding the team, promoting talent to leadership roles, and providing expert guidance to the TDCI to build upon Tennessee’s tradition of ‘regulating to yes’.
