Brown named acting deputy commissioner of Vermont DFR captive division

Christine Brown (pictured) has been appointed acting deputy commissioner of the captive insurance division at the Vermont Department of Financial Regulation.

She takes over from Sandy Bigglestone in leading Vermont’s captive regulatory team, after Bigglestone moved to SRS at the start of this year.

Brown will serve as acting deputy commissioner while the formal selection process for a permanent appointment moves forward.

Brown has been with the captive division since joining the DFR in 2003 and has been director of captive insurance since 2022.

In a statement on the Vermont Captive LinkedIn page, Brown was “praised for bringing deep institutional knowledge and steady leadership to the role.”

“Her appointment ensures continuity for the division and reinforces Vermont’s commitment to a stable, consistent regulatory environment,” the statement added. “We look forward to keeping the captive community informed as the process progresses.”
