CIC’s Leane Rafalko elected to UCIA board
CIC Services has announced the election of director of captive management Leane Rafalko (pictured) to the Utah Captive Insurance Association (UCIA) for a three-year term.
UCIA is a not-for-profit organisation dedicated to promoting alternative risk financing solutions and enhancing the visibility of Utah as a leading domicile for captive insurance.
The association provides education and resources to members and stakeholders interested in innovative approaches to managing risk not adequately addressed by the commercial insurance market.
Rafalko brings more than two decades of experience in both regulatory and private- sector roles. She joined CIC Services in 2023, following positions as audit manager at RH CPAs, PLLC, and senior captive consultant at Hylant Global Captive Solutions. Earlier in her career, she spent over 20 years with the North Carolina Department of Insurance, ultimately serving as chief captive analyst and leading the examination of insurance companies domiciled in the state.
In addition to her appointment to the UCIA Board, Rafalko was elected in 2023 to the Board of Governors for the Society of Financial Examiners (SOFE). She has been a SOFE member since 2007 and previously served two terms on its board beginning in 2011. Rafalko also serves on the Board of Directors for the North Carolina Captive Insurance Association.

Rafalko holds a Bachelor of Science in accounting from the University of Scranton and has earned both the Certified Financial Examiner (CFE) and Associate in Captive Insurance (ACI) professional designations. Rafalko was recently nominated for Captive International’s Influential Women in Captive Insurance, which recognises the industry’s most prominent female leaders, with honorees to be announced later this year.
