Concert taps Carroll as chief actuary, adds Rangel-Brown to HR VP role

Concert Group Holdings has announced the appointment of Tom Carroll (pictured right) as chief actuary. Carroll’s appointment follows the August 1, 2025 promotion of Sam LaDuca, former chief actuary, to the position of Concert’s chief executive.

Concert also announced that a newly-created position, vice president, human resources, will be held by Lori Rangel-Brown (pictured left).

Reporting to LaDuca, both appointments were effective as of September 1, 2025.

“In passing the chief actuary baton to Tom, I know that his two decades of experience in the insurance and financial services industry, and his insight into the program and captives segments, will be of particular benefit to Concert as we continue to diversify our portfolio.

“Similarly, Lori’s depth and breadth of experience in the recruitment and retention of talent, as well as performance management, will ensure that Concert’s track record for developing highly functioning teams will be maintained.”

Carroll joins Concert from Zurich North America where he held the position of captives, VP & actuarial director. His 11-year career at Zurich began in 2014 when he was hired as direct markets - actuary. Prior to working at Zurich, Carroll was corporate finance manager at Retail Properties of America. He has also held positions at CNA, Navigant Consulting and Fireman’s Fund Insurance Company

Rangel-Brown was previously employed at Freshfields US where she was human resources business partner. Partnering with key executive leaders, she managed the development and execution of the firm’s people strategy. Her 23-year career as a human resources specialist includes five years with Western World Insurance Company, where she held the position of vice president, human resources & payroll and 13 years at Ambac Assurance Corporation.
