FORTY Under 40: Bill Eleamos

Bill Eleamos, vice president of finance, Capterra Risk Solutions.

Eleamos is responsible for the day-to-day accounting functions of all captive insurance companies under management. He is the lynchpin between the captive’s financial accounting functions and the captive’s third-party financial auditors and tax advisers. He reports to the regulatory bodies of all domiciles to ensure that each captive is in good standing and compliant with specific domicile requirements.

He manages more than 35 captive programmes that write coverages including, but not limited to, deductible reimbursement, cyber risk, employment practices liability, product recall, warranty, property and business interruption.

Eleamos is a member of more than 25 claims committees of captive programmes and also sits on the board of a Utah-based reinsurance company. In 2023, he became a partner of the firm, reflecting his continued leadership and contributions to the growth of the practice. Also, in 2023, Eleamos was named to the FORTY Under 40 List, published by Captive International. He is also an active member of the Captive Insurance Companies Association (CICA), Western Region Captive Insurance Committee (WRCIC), and North Carolina Captive Insurance Association (NCCIA).

Prior to joining Capterra, Eleamos was a senior staff accountant with Mellon Capital Management, a wealth management firm based in Pittsburgh, PA. During his tenure, he was responsible for preparation of daily valuation and ROI reports. He also completed numerous audit reports of the various funds under management.

He graduated from Clarion University of Pennsylvania with a BSc in accounting. Subsequent to his undergraduate degree, he also obtained his masters in business administration from California University of Pennsylvania. Bill has also obtained his associate in captive insurance (ACI) designation from the International Center of Captive Insurance Education.

Looking back at your journey over the past year, what accomplishment are you most proud of, and how has becoming a FORTY Under 40 finalist influenced your perspective on that achievement?

I’d say I am most proud of Capterra's growth, both in captive formations as well as the addition of team members. Another key area that is rewarding is seeing how organisations become more engaged in managing their risks and realising the long-term value a captive can provide. It’s an honour to be recognised among such talented professionals and it motivates me to continue learning, supporting clients and contributing to the growth of the captive insurance industry.

What key challenge did you face in your work this year? How did you overcome it and what did it teach you about leadership at this stage of your career?

One of the biggest challenges this year was balancing company growth while continuing to provide the high level of service and strategic guidance our clients expect. We call it the “Capterra Way”. As our firm expanded and we worked with more organisations exploring captive insurance solutions, it became increasingly important to ensure that growth did not come at the expense of clients, partners and vendors.

In what ways have you tried to push innovation or rethink traditional approaches within your sector, and what impact has that had on your team or organisation?

I focus on helping clients think about captives as a broader strategic tool that can support long-term risk management and address emerging risks. The impact has been positive both for our clients and internally. It’s helped us approach challenges more proactively and continue evolving alongside a changing risk environment.

How do you see your role evolving over the next three to five years, and what initiatives are you most excited to pursue as you continue to grow professionally?

I see my role as focusing on strategic leadership, helping clients navigate complex risk challenges while supporting the growth and development of our Capterra team. I’m also excited to mentor our emerging talent and to continue to foster a culture of collaboration, key pillars that have been established by Capterra's founder, Sandra Fenters.

Many of the FORTY Under 40 winners are recognised for both business success and broader impact – how do you balance professional excellence with contributions to your community or industry landscape?

While I work to deliver strategic guidance that drives tangible value to our clients, I am also proud of Capterra's impact in the community. We support two or three local charities or non-for-profits each year. For me, professional success and community impact go hand in hand, and I have been able to utilise what I have learned in the captive industry to benefit my church. Again, I couldn't be more proud to be a professional in this industry.
