VCIA 2026 opens with unveiling of new board members

The Vermont Captive Insurance Association (VCIA)’s 2026 conference has opened, with the election of new members of its board.

The 2026 conference started with the VCIA holding its Annual General Meeting at Burlington. The VCIA has now announced that Sandy Bigglestone (pictured left) of Strategic Risk Solutions (SRS) and Clare Bello (pictured right) of Jefferson Health have formally been elected as VCIA board members.

Bigglestone is managing director and chief governance, regulatory & compliance officer at SRS. She was with the Vermont Department of Financial Regulation’s captive insurance division since 1997. She was appointed as deputy commissioner effective September 1, 2022 after serving as her predecessor’s principal staff member for 14 years.

Bello has been the enterprise director, claims & insurance at Jefferson Health since joining the company in February 2024. Based in Philadelphia, Pennsylvania, she is responsible for the company’s claims team as well as the claims in its captive program.

VCIA also recognised the contributions of Tracy Hassett, president and chief executive of edRISK and Diane Leach, who works on event planning & educational programs at the VCIA. Both, along with Bigglestone, were formally thanked as individuals who have shaped both VCIA and the captive insurance industry.
