Hong Kong authorises first new captive of 2026

Hong Kong’s Insurance Authority (IA) has granted new authorisation to its first new captive of 2026.

CNNC Captive Insurance Limited has been set up by the China National Nuclear Corporation, taking the total number of captives domiciled in Hong Kong to seven.

Hong Kong had for several years remained a relatively inactive domicile, housing four established captives but without authorising any new formations. This changed last year when HSBC and SAIC Motor Corporation both established captives in Hong Kong

This latest formation suggests Hong Kong is continuing to attract interest as a captive domicile this year, with CEO of the IA Clement Cheung suggesting the authority will look to encourage more Chinese organisations to establish captives here.

“Captives have already become a major component of enterprise risk management for global business corporations,” Cheung said. “We are encouraged by formation of the CNNC Captive Insurance Limited and will actively develop potential opportunities in the Chinese Mainland as well as other parts of Asia, introducing to stakeholders the unique value proposition of Hong Kong.”
