New captive director named for South Carolina

The South Carolina Department of Insurance (SCDOI) announced it has named Andy Noga (pictured), formerly senior vice president and general counsel of GuideOne Insurance Group, as its new director of captives, effective immediately.

Noga brings over thirty years insurance industry experience to the role along with a Masters in Law from the University of Connecticut and a Juris Doctorate from the Quinnipiac School of Law.

“We are thrilled to announce Andy Noga as our new director of captives,” said Michael Wise, director of the South Carolina Department of Insurance. “We focused on identifying a new Director with exceptional experience and ability who will continue to grow our captives market with excellence. Our search has paid off.”

“I am excited to join the SCDOI and to contribute to its stellar reputation as a home for quality captive insurers,” said Noga. “I look forward to meeting and working with everyone associated with the captive programs.”

The captive industry continues to grow in South Carolina with 233 active companies to date. According to the SCDOI this growth would not be possible without a dedicated staff of experienced captive professionals, a business focused mindset, and of course, charming Charleston. It added that South Carolina has great diversity in its captive industry as well as areas of specialisation, which include healthcare, finance, banking, insurance, transportation, construction, manufacturing, and others.

The previous captive director at the SCDOI was Joe McDonald, who left in August 2024 to join Captives.Insure last year.
