
New era for captives in Louisiana
The leader of one of the most recently formed captive domains explained how the state sets out its stall to attract formations and better meet their needs and ambitions.
As Louisiana Commissioner of Insurance, I am glad to say my state has been making real progress over the past two years when it comes to supporting a modern, competitive environment for captive insurance.
In 2025, Louisiana enacted the Creating Holistic Options in Coverage for Enterprise and Self-Insurance (CHOICES) Law, reflecting our commitment to responsive regulation, strategic partnerships and a business-friendly approach that supports captive managers and their clients from formation through long-term growth.
Louisiana might be a relative newcomer to the captive insurance space compared to some legacy domiciles, but that is precisely what makes the state attractive for well-managed programmes. We entered this market deliberately, with the benefit of observing what has worked in other domiciles and where unnecessary complexity can slow progress. The result is a flexible framework that is free from legacy constraints that can delay approvals or limit innovation. We offer an experienced regulatory team focused on providing knowledgeable and constructive oversight.

That intentional approach is generating increased interest in Louisiana as a captive domicile. Businesses and captive professionals are looking for jurisdictions that understand today’s insurance challenges and can provide a clear, practical and responsive regulatory path.
The additional refinements adopted this year, through Act 329 of Louisiana’s 2026 legislative session, build on that momentum by providing even greater flexibility and further strengthening the state’s position as a compelling option for captive formation, redomestication and long-term growth.
These reforms are designed to help businesses effectively respond to a rapidly changing insurance market. When a business partners with the Louisiana Department of Insurance as its captive domicile, the goal is not just insurance; it is resilience. By providing an efficient and collaborative regulatory structure for captive insurers, Louisiana is creating new opportunities for companies to protect their operations, stabilise costs and invest in long-term success.
