Utah Department of Government Operations Commissioner Marvin Dodge has appointed Dennis Flynn as the new state risk manager and director of the Utah Division of Risk Management. Flynn has served in the Utah Attorney General’s Office since 2015, most recently as counsel for the Division of Risk Management. His previous experience also includes 17 years as a civil and insurance defence litigator.
“Governor Cox has approved this appointment and I’m confident Dennis will do an exceptional job,” said Commissioner Dodge. “Dennis has served as general counsel to the Division of Risk Management since 2022 and has been involved in the major details of cases, writing opinions, coordinating with the AG’s Litigation Division, and other complex tasks. He’s well prepared to lead in this role.”
Commissioner Dodge continued: “I want to also express appreciation to Rachel Terry who served as the state’s risk manager since 2023 and led several transformative changes which have saved Utahns millions of dollars and helped mitigate annual rate increases for our covered entities. I wish Rachel well in her new position at the Commissioner’s Office within the Utah System of Higher Education.”
