CICA appoints University of California captives expert to board


The Captive Insurance Companies Association’s (CICA) board of directors has voted for Courtney Claflin, executive director - captive programs University of California, office of the president, to fill an open seat.

Claflin will fulfill the remaining term recently vacated by Ken Arguello, senior director of risk management, Schwarz Partners, who changed responsibilities within his organization.

"Ken was a great contributor and I want to thank him for his years on the board and service to CICA," said CICA President Dan Towle. "We are excited to welcome Courtney to the board. He has a genuine passion for captives and experience with operating both a single parent captive and a risk retention group."

As executive director, Claflin focuses on the development, implementation and management of the University's captives and all captive activities for Fiat Lux Risk and Insurance Company, a single parent captive and UC Health RRG, a reciprocal risk retention group.

Previously Claflin spent 30 years in the insurance brokerage community as a direct writing agent, independent broker and ultimately a captive insurance practitioner. He is the principal architect of numerous single parent, group, health, micro and association captives. Claflin and the work of the captives he operates have been highly recognized.

"Working in the captive insurance segment has been extremely rewarding. Being a member of the CICA board of directors allows me to further contribute to the captive space and bring my years of experience to the table in support of CICA's mission.
