Oklahoma relaunches captive insurance association


The Oklahoma Captive Insurance Association (OCIA) is being re-launched after being dormant for several years.

A group of interested captive owners and service providers took over facilitation of the organization whose board members were announced this week. Heather McClure, general counsel and chief risk officer of Helio Risk & Insurance was elected chair.  Donald Ashwood, account executive and business analyst at Aon was elected vice-chair, and Matt Moore, director of insurable risk at CamGen Partners was elected secretary/treasurer. Additional highly experienced board members are Angela Ables, president at Kerr, Irvine, Rhodes & Ables; and Jerry Messick, CEO of Elevate Risk Solutions.

“We have had a great interest in membership from captive owners and prospective owners in healthcare, energy, agriculture, municipalities, and other sectors.  This association will be able to serve many businesses experiencing Oklahoma’s vibrant domicile and will allow captives to speak with a unified voice related to legislation and other activity.” said McClure.

The OCIA is populating committees in Legal/Legislative Affairs; Membership; and Education/Programs.   The group has a large task ahead of it in planning and facilitating the next OCIA Conference. In August of 2022 the Oklahoma Insurance Department (OID) held a highly successful captive and business entity conference in Oklahoma City with over 300 attendees. The plan is for the Association to take over the duties and coordination of this for the conference, likely to be held April 2024 in Tulsa.

“The revitalization of the OCIA will allow Oklahoma to join a number of other states whose associations make meaningful contributions in education of business about the benefit of captive insurance, attracting others to a robust domicile, and assisting with drafting legislation to encourage economic growth,” says Steve Kinion, newly appointed Director of Captives for the Oklahoma Insurance Department.

The OCIA and OID will be at the Western Region Captive Insurance Conference in St. Louis, June 12-14.  The OCIA's website can be found at  okcaptives.org and is being updated with new educational and events material.
