There are now more than 700 captives domiciled in Vermont, according to latest statistics released by the Vermont Department of Financial Regulation.
In an update to its number of approved captives at H1 2025 there were 710 captives listed, including 19 new captives formed in Q2 this year.
The department had approved 16 new captives in Q1, taking its total number of newly approved captives in the first half of the year to 35.
In all of 2024, the DFR approved 41 new captives. Since 2020 the DFR has approved at least 38 new captives each year.
