SCOR: Luxembourg & Ireland remain leading European captive domiciles
SCOR has released its 2026 European Captives study, which it said provides a quantitative benchmark of the European captive insurance and reinsurance market, based on year-end 2025 Solvency II reporting.
The study identifies 347 licensed European captives, of which 223 published a Solvency and Financial Condition Report including at least some regulatory quantitative reports. It analyses captive and parent-company domiciles, premium and reserves by line of business, assets and investments, own funds, solvency ratios, and capitalization.
Key findings include:
• Luxembourg and Ireland remain the leading captive domiciles, representing 69% of identified European captives and 81% of the study sample.
• The median captive writes around EUR 12 million of annual premium and holds EUR 37 million of own funds.
• Property is the most frequent line of business, while 68% of captives operate as reinsurance captives.
• The median solvency ratio is 221%, meaning that the median captive holds more than twice the regulatory capital requirement.
The report also provides benchmarks by industrial sector, enabling captive professionals to compare business mix, balance-sheet size, capital and solvency positions across peer groups.
