Delaware licensed 12 captives in the first half of 2019 through June 30, according to Steve Kinion, director of the bureau of captive and financial insurance products (BCFIP) at the Delaware Insurance Department.
Delaware claims to be one of the fastest growing captive domiciles in the world. When it formed the BCFIP in 2009 it had only 38 captive insurers. Today it has over 550 active captives in various types including risk retention groups, special purpose captives, and sponsored cell captives.
