Vermont Captive Insurance Association adds three to board


The Vermont Captive Insurance Association has added three captive professionals to its board of directors.

Anne Marie Towle is an executive vice president for JLT Insurance Management and is the US Consulting Practice Leader. She has over 20 years of experience with diverse projects and has worked with captives and other alternative risk transfer vehicles in many key onshore and offshore domiciles. Prior to joining JLT, Towle was a senior consultant with Willis Towers Watson for over seven years and a senior manager in public accounting and spent 10 years in taxation, where she provided consultancy services to captive owners.

Dennis Silvia is president of Cedar Consulting in Chagrin Falls, Ohio. Over the last 20 years Silvia has been engaged in various aspects of the insurance industry. He has served as an agent, an insurance company executive and in the marketing, design and analysis of alternative risk products including large deductibles, self-insured retentions, captives, risk purchasing groups and risk retention groups.

Donna Blair is a managing director and portfolio manager at Trevor Stewart Burton & Jacobsen with over 30 years of investment experience that has included portfolio management and pension fund consulting. She is a member of their Investment Committee and has been with the firm for 13 years, and before that held many senior management posts at capital management firms. Blair has been a member of VCIA since 2008 and served as the 2013 VCIA task force chair.
