
CIC Services boosts EnviroCap with auto, comp, and general liability additions
CIC Services has expanded its flagship EnviroCap Liability Program to offer broader, more flexible protection for business owners.
CIC pointed out that according to the Council of Insurance Agents & Brokers (CIAB), commercial insurance premiums have increased for 29 consecutive quarters, while liability exclusions and coverage restrictions have become more common. In response, the enhanced program now includes auto liability, workers’ compensation and general liability coverage in addition to its original environmental risk offerings—all within a captive insurance structure that puts business owners in control.
Originally launched in 2021 through a strategic partnership between CIC Services and Environmental Risk Managers (ERMI), EnviroCap was designed to help companies take charge of their pollution and environmental risks through a captive insurance program. But as risk pressures have grown—from tightening underwriting standards to rising premiums and regulatory scrutiny—so has the need for a more comprehensive, owner-directed liability solution.
“Too many business owners are realising too late that their insurance doesn’t cover what they thought it did, or that premiums have outpaced the actual risk,” said Tim Welles (pictured), principal at CIC Services. “This enhanced version of EnviroCap gives them a way out of that cycle.”
According to a Q4 2024 report from the CIAB, commercial property and casualty premiums rose an average of 5.4%, continuing more than seven consecutive years of increases. Liability coverage has been especially volatile, with many carriers scaling back available limits, increasing deductibles or excluding certain industries altogether.

Through the enhanced EnviroCap Liability Program, qualified businesses can establish their own legally compliant captive insurance company, supported by an AM Best “A”-rated carrier.
The program is especially suited for middle-market companies that face persistent insurance hurdles—such as contractors, manufacturers, waste management firms, transportation companies and businesses in heavily regulated industries.
“EnviroCap is more than a liability program—it’s a strategic tool,” said Welles. “It lets business owners move from being price-takers in a volatile market to decision-makers with a plan.”
The expanded EnviroCap builds on the success of the original program, which gave business owners a way to close the gaps created by pollution exclusions in traditional policies. Today, it continues that mission—but with a broader lens.
“Environmental exposures aren’t the only blind spots in traditional coverage anymore,” Bunbury said. “We’re seeing exclusions and cost increases in auto, comp and even general liability. That’s why we evolved the program—because the risks have evolved.”
