CRM hails Alabama captive bills

Crossroads Risk Management (CRM), a captive insurance management firm licensed in multiple domiciles including Alabama, has expressed its support for Alabama Senate Bill 207 and Alabama House Bill 415. 

This legislation enhances Alabama’s regulatory framework for captive insurers and risk retention groups.

According to CRM the proposed measures enhance solvency standards, clarify statutory language, and expand entity flexibility for Alabama captives. When enacted, the bills will further position Alabama as a more competitive domicile for captive insurance companies in the Southeast.

“By creating these crucial pieces of legislation, the Alabama Legislature has strengthened Alabama’s commitment to financial services,” said Travis Bowden, president of CRM.

“These bills modernise solvency requirements and allow more flexible captive insurance options,” Bowden added. “Once passed, Alabama will join Georgia and other regional domiciles for businesses seeking advanced risk management solutions. As an approved Alabama captive management firm owner, I have great faith in the vision shown by Alabama’s lawmakers on this matter.”

In 2025, CRM led a coalition championing Georgia’s enacted House Bill 348. This new law updated and expanded Georgia’s captive insurance options.

“States are competing for advanced risk management structures, and these bills help Alabama stay competitive. I’m proud to support this effort!” Bowden said.

The 2026 Alabama Legislative Session is currently underway.
