BMA unveils new executive appointments

The Bermuda Monetary Authority (BMA) has announced two senior executive appointments aimed at enhancing its leadership team and advancing technology transformation and innovation initiatives. The BMA said that these strategic appointments are intended to help it maintain a digitally driven approach that streamlines supervisory processes while prioritising operational resilience.  

Mesheiah Keane (pictured left) has been appointed as chief operating officer (COO), reporting to the deputy chief executive (DCEO), Shanna Lespere. Keane has more than 25 years of experience across financial regulation, reinsurance, operations and human capital management. 

According to the BMA, during her career she has managed enterprise-wide operational, strategy governance and organisational effectiveness initiatives, aligning infrastructure, talent and systems with the Authority’s strategic mandate. Prior to this appointment, Keane served as the chief human resources officer and director of human resources at the BMA, where she led transformative initiatives in workforce planning, Diversity, Equity and Inclusion (DEI) and organisational culture.  

Keane began her professional career in accounting and financial reporting with leading international firms before transitioning to financial services regulation as a senior reinsurance supervisor. Throughout her career, she has developed a solid technical foundation that continues to shape her executive leadership style. As a Chartered Professional Accountant, Certified Professional in Human Resources and Certified Master Coach, she brings financial, regulatory and people-centred expertise to her role. In the COO position, she will oversee finance and currency operations, human resources, corporate affairs and business and operations support. 

Graham Collier (pictured right) has been appointed as the chief technology officer, reporting to DCEO Shanna Lespere, effective 15 May 2026. Collier is a seasoned technology executive with over 17 years of experience across Financial Technology, technology operations, engineering, cybersecurity, cloud platforms and service management. He is known for aligning technology initiatives with corporate strategy and leading high-impact, complex digital transformation programmes. His experience includes implementing technology strategies that enable business growth and resilience while strengthening cybersecurity and governance frameworks.  

During his career, Collier has led global teams across 40 regions, guiding C-suite decisions on digital transformation, risk and investment. Prior to joining the BMA, he served as the global head of SaaS operations at FlexTrade in London, United Kingdom, where he managed large-scale technical operations and technology infrastructure. Collier is a certified information security manager and holds numerous certifications in Artificial Intelligence (AI), digital business transformation and security management. In his new role, he will be responsible for enhancing the BMA’s technology capabilities, including AI tools, and leading the Authority into the next phase of its digital transformation strategy.  

Lespere said: “Both Mesheiah and Graham bring strong leadership, technical and strategic capabilities to their new roles. Their unique insights and proven ability to build stakeholder connections and align priorities will be essential as we enhance the BMA’s operating platforms and explore new areas for growth. I am excited about the opportunity to work with Graham and Mesheiah as we continue to improve resilience and further accelerate innovation across our digital platforms and solutions.”
