$100 million boost urged for Connecticut crumbling foundation initiative

Connecticut’s Capitol Region Council of Governments (CRCOG) has announced that it will be pushing legislators in the state to add more money to a captive-linked initiative that has been dealing with crumbling concrete foundations across Connecticut.

CRCOG said that it is pushing for specific legislation to authorise $100 million in state bond funds for the CT Foundation Solutions Indemnity Company (CFSIC) and six more years of Healthy Homes funding to ensure that CFSIC has sufficient funds to complete its work.

CFSIC is a captive insurer that was set up to assist state residents with rebuilding crumbling foundations.

For the past ten years, cracks have been showing up in home and building foundations because of concrete poured in the 1980s and 1990s, according to state officials. A state report indicates that the mineral pyrrhotite had compromised the concrete produced by a manufacturer during that period, which has led to cracking being reported in homes and buildings across Connecticut.

CRCOG is the largest council of governments in Connecticut and serves 38 municipalities with a population of almost one million residents. Geographically, the region encompasses an area of 1,000 square miles covering most of Hartford and Tolland counties.
