
Rafalko appointed VP at UCIA board
CIC Services has announced Leane Rafalko (pictured) has been elected vice president of the Utah Captive Insurance Association (UCIA) Board of Directors. Her term as vice president will transition to board president in 2027 following the association’s annual membership meeting.
Rafalko, director of captive management at CIC Services, has more than 20 years of experience as a captive manager, regulator, auditor and analyst. She joined CIC Services in 2023 after serving in senior roles at RH CPAs, PLLC, and Hylant Global Captive Solutions.
Earlier in her career, she spent more than two decades with the North Carolina Department of Insurance, ultimately serving as chief captive analyst.
Rafalko was recently honored as one of Captive International’s Influential Women in Captive Insurance, a distinction that recognizes the industry’s most prominent female leaders. UCIA also highlighted her experience, noting that her election will strengthen the association’s leadership and support its mission to advance education, advocacy and excellence within one of the industry’s largest domiciles.

In addition to her work with UCIA, Rafalko currently serves on the Board of Governors for the Society of Financial Examiners (SOFE), where she has been a member since 2007. She also serves on the Board of Directors for the North Carolina Captive Insurance Association.
