Vermont registers 16 new captives for Q1 2025

Sixteen new captives were registered in Vermont over the course of the first quarter of 2025, according to the latest statistics released by the Vermont Department of Financial Regulation.

Four – CBIZZ CC, Four C&M Insurance, Parkway Insurance Providers and Mission Care Communities – are managed by Strategic Risk Solutions. Another three – North Star Assurance, EB Insurance Solutions and OVC – are managed by AIG Insurance Management Services.

Artex Risk Solutions managed two of the new captives – Thurman National Insurance and Mosquito Property and Casualty – whilst Caitlin Morgan Captive Management manages another two of them, namely Biltmore Incorporated and Great Lakes Fidelity.

The rest of the new captives are managed by a range of firms that include KeyState Captive Management and Marsh Management Services. The majority of the sixteen new captives are registered in Burlington.

The new captives take the total number of captives that are licensed in the State to 1,378, however not all of these are currently active.
