Nevada Captive Insurance Council ushers in new leadership

The Nevada Captive Insurance Council (NCIC) has announced the retirement of two of its leaders, Bill Wetherall and Niki Neilon while announcing the election of its new executive leadership team. 

The annual membership meeting and elections were held in Salt Lake City at the Western Region Captive Insurance Conference. NCIC has now welcomed Josh Miller (pictured left), chief executive of KeyState Captive Management, as president; Renea Louie (pictured centre), chief executive of Sotera Global Management, has been re-elected secretary; and Leon L. Rives II (pictured right), chief visionary officer of RH CPAs, has been elected treasurer.

Wetherall, a captive owner and chief Operating Officer of Pacific Capital Insurance Company, a sponsored cell Nevada captive insurer, has been a member of Nevada’s captive insurance industry for more than 20 years. His leadership as NCIC president and director has advanced the state’s reputation as a premier captive domicile, according to the NCIC. “Bill’s dedication and knowledge have been instrumental in shaping the captive space and elevating Nevada’s standing in the captive insurance landscape,” said Josh Miller, incoming NCIC president. “His legacy will continue to inspire our work.”

Neilon, CPA and shareholder at Casey Neilon, has also announced her retirement from the Board this month and her from her firm at the end of this year. Neilon served as a vital member of the NCIC and the broader Nevada business community. “Niki’s commitment to excellence and her collaborative spirit have left an indelible mark on our organization and the clients she served,” said Darsi Casey, managing shareholder and chief executive of Casey Neilon. “We wish her the very best in her well-earned retirement.”

Miller brings over 30 years of experience in investment management, captive insurance, and risk management solutions to his role as president of NCIC. He launched KeyState’s captive management business in 2008, and under his leadership, the firm has become one of the leading independent captive management companies in the US, managing captives in nine onshore domiciles, including Nevada, Vermont, and Delaware—where KeyState maintains offices.  “I am honoured to lead our respected state Association and build on the strong foundation laid by the Board since its inception,” said Miller. “Our focus will remain on promoting Nevada as a leading captive insurance domicile while fostering collaboration and innovation.”

Louie has been reelected as secretary, leveraging over two decades of expertise in captive insurance and risk management. Her firm oversees captives across multiple onshore domiciles with Nevada being home to many. “I’m thrilled to continue serving as Secretary and advancing NCIC’s mission to grow the captive industry,” Louie stated. “Under Nevada Insurance Commissioner Scott Kipper’s leadership, we will support our members and bolster Nevada’s prominence through key legislation and a robust regulatory framework.” She added, “Commissioner Kipper’s return with his staff has revitalized Nevada’s appeal as a captive insurance domicile, driven by his seasoned leadership, a streamlined and cost-effective regulatory environment, and a supportive industry. Nevada’s business-friendly policies and Kipper’s proven expertise make it an attractive destination for companies seeking flexibility and efficiency.”

Rives has been elected Treasurer, and assumes his role with a forward-thinking approach to financial stewardship. “I’m committed to ensuring the NCIC’s financial stability as we pursue bold initiatives to enhance our industry,” said Rives. “It’s a privilege to serve alongside such a talented leadership team.”
