North Carolina DOI gets new chief captive analyst

North Carolina Insurance Commissioner Mike Causey has announced that Joe Rosenberger has been selected as the new chief captive analyst of the North Carolina Department of Insurance (NCDOI)’s Captive Insurance Companies Division.


Rosenberger, who holds a master’s degree in accounting from Appalachian State University, has been with NCDOI for more than five years and has been promoted multiple times for excellent performance.


“Joe is an outstanding ambassador for North Carolina’s captive insurance program,” said Commissioner Causey. “His ability to genuinely connect with industry professionals and to understand complex captive insurance concepts makes him a valued team member.”


Rosenberger has travelled to captive insurance conferences across the country representing NCDOI to promote North Carolina as a destination for new captive insurance companies.


He started as a financial analyst at the NCDOI in July 2018 and joined the Captive Insurance Division in October 2020.


“I am thrilled to be given the opportunity to help guide the successful captive insurance program that North Carolina has built throughout the last ten years,” said Rosenberger. “The captive marketplace is growing and constantly transforming, and I look forwarding to working alongside the wonderful team at the NCDOI to continue serving our North Carolina captive insurance companies.”
