OCIA announces new board and leadership for 2025–2026

The Oklahoma Captive Insurance Association (OCIA) has announced the results of its recent Board elections and new leadership appointments.

In a statement the OCIA said: “The Association extends its heartfelt appreciation to Heather McClure for her exemplary service as President and Board Member. Her dedication and leadership have been instrumental in advancing OCIA’s mission, and we honour her as she steps down from the Board. The Board also expressed its gratitude to Donald Ashwood for his service and contributions as President. He now transitions into the role of Immediate Past President, and OCIA thanks him for his continued support and leadership.”

Following the elections, Angela Ables was re-elected, and Blake Kerr has been newly elected to the OCIA Board of Directors—each to serve a three-year term.

OCIA also announced the new officer appointments and congratulated the new 2025-2026 officers for their leadership and expertise:

• Renea Louie (pictured centre), ARM, ACI, Fellow, Sotera Global Management – President/Chairwoman

• Matt Moore, Cameron Group Services – Vice President/Vice Chairman

• Blake Kerr (pictured right), CPA, Helio Risk, LLC – Treasurer

• Angela Ables (pictured left), Kerr, Irvine, Rhodes & Ables – Secretary

“As we look to the future, OCIA is confident in the continued leadership and expertise of its Board as the Association pursues strategic growth, advocate for our members, and foster innovation in the captive insurance industry,” said Chairwoman Renea Louie of Sotera Global Management.

Angela Ables is president of Kerr, Irvine, Rhodes & Ables, a firm she has served for nearly 40 years. Her distinguished career includes roles as Deputy Insurance Commissioner for the Oklahoma Insurance Department and Assistant Attorney General for the State of Oklahoma. Ables has extensive expertise in insurance company formation, licensing, and regulatory compliance, and served as local counsel for Oklahoma’s first captive insurer. She is a founding member and director of OCIA.

Blake Kerr is co-founder and CFO of Helio Risk, which provides captive management and risk consulting services nationally and internationally.
